Reciprocity, Nondiscrimination, and a Multilateral World
This paper presents a rudimentary, multi-country model with high initial tariff barriers-a caricature of the world of half a century ago. I posit governments with objective functions consistent with how policy makers claim to behave. With remarkably little necessary formal structure, the model gives a role to reciprocity, nondiscrimination, and multilateral negotiation that is immediate and transparent and that closely parallels actual historical experience.
